I'm on 112 steel drags left and it won't reduce further

So my clue was to kill like 120 steel drags and alch 4 d boots whilst wearing a chef's hat. For some reason killing the steel dragons with chef's hat does not reduce the kill count needed. some bad screenshots.. not too sure when it occured, a few days ago kind of? it was working before and then suddenly stopped ;S http://imgur.com/gallery/5qK9W

So I have a clue scroll (medium) which was to high alch 4 d boots, and kill like 116 steel drags whilst wearing a chef's hat. I did the first part aka high alching d boots, but with the second when i tried to kill a steel dragon, it wouldn't count - aka the kc would remain the same Help please
