Account needs to be proven as inactive, which is usually means many many months of 0 activity by the user. 

Normally best to find out if Ramzi thinks the account is inactive before the payment is emptied though, as most of these requests are denied

Yes, if the account hasn't been active in a long period of time and also if the account is seen as, for example: 4/4 logins. 
Which in this case, it is.
