I would like to transfer my current donator rank from Gf Cya Later ($165) to U 8 To Late. Let me know when I can pay the 1b for this.

If the account Gf Cya Later is a league account you can do the donation yourself talking to the milestone tutor. 
If its not a league account but from main, you need to get in contact with a in-game staff to give the 1b as payment.

Make sure the accounts have the requirements aswell.
