game chat filtering

I'd like to suggest a game chat filter, where you can turn off or filter the game messages. I find it irritating to be honest.

They recently changed this so you could filter "yell" rather then filter game chat

I've suggested have a ::toggleyell command in the past, so we can have gamechat filtered again
